On the Unification of Administering the Country According to Law and the Thought of Deng Xiaoping's Legal System

邓小平法制思想包括没有民主与法制就没有社会主义,就没有社会主义现代化;民主必须制度化、法律化;法制建设要做到有法可依、有法必依、执法必严、违法必纠;要树立法律的极大权威;要一手抓经济建设,一手抓法制等主要内容。依法治国,建设社会主义法治国家,是以江泽民为核心的党中央第三代领导集体对邓小平法制思想的继承和发展,与邓小平法制思想具有高度统一性。

The thought of Deng Xiaoping's legal system includes that without democracy and legal system there would not be socialism and socialist modernization; democracy must be institutionalized and legalized and the construction of legal system should follow the following rules: there must be laws to go by, the laws must be observed and strictly enforced, and lawbreakers must be prosecuted. The thought also includes that we should set up the maximum authority of law and develop the economy and at the same time strengthen the legal system. Administering the country according to law and constructing socialist legal country are the inheritance and development of the thought of Deng Xiaoping's legal system by Jiang Zemin's third generation leading collective. They have the high unity with the thought of Deng Xiaoping's legal system.
