Natural Monopolies in Shaanxi Province: Current Situation, Development, and Reform

以陕西省的石油天然气、煤炭和有色金属行业为研究对象,对现阶段我国自然垄断产业的特征及陕西省改革模式做了分析,并对我国资源性自然垄断行业市场化改革提出了具有针对性的政策建议。

With constantly deepened theoretical study of natural monopoly, over the last two decades and around the globe, natural monopolies have undergone a significant change from monopoly to competition. A modern view is that natural monopolies will make net losses to consumers and social welfare, and technical advances and changes in market scale will lead to changes of boundaries between natural monopolies so that market-oriented reform is the only way out. Taking oil gas and coal industries of Shaanxi Province for example, an analysis is made of the characteristics of China's natural monopoly industries at the present stage and the reform model for Shaanxi Province. Then, some policy suggestions are made for the market-oriented reform of China's resources-based natural monopolies.
