2004年,中央把解决“三农”问题作为全党工作的重中之重,采取更直接、更明确、更有力的政策措施,使农业和农村经济发生了深刻的变化。从山东省的情况看,无论是粮食生产、农民收入,还是农村经济和农村社会事业发展等方面,均呈现出多年来没有的好形势。2005年,只要我们紧紧把握“两个趋向”的正确论断,按照工业反哺农业,城市支持农村的要求,进一步加大对“三农”的扶持力度和领导力度,山东粮食稳定增产、农民收入持续增加、构建农村和谐社会的良好势头就可能得到保持和发展。
