产业集群是区域竞争力的重要标志。通过要素之间和生产环节之间的整合建立以专业化分工网络为基础的产业集群,能强化地区经济增长核心能力。区域创新体系与产业集群存在着地域、结构、功能和目标等多项关联。建设区域创新体系的关键是促成产业集群形成和发展的制度条件。政府可以通过实施积极的集群创导,制定促进产业集群与区域创新体系相融合的发展政策,不断优化区域创新环境,提升区域创新能力。

Industry cluster is an important symbol of regional competence. To establish the industry cluster on the basis of the network of division of labor based on specialization through the conformity of different productive elements and sectors can strengthen the core developing capability of regional economy. Regional innovation system is related to industry cluster in many aspects, such as area, structure, function and object, so the key point for the building of regional innovation system is the policy condition for the formation and development of industry cluster. By introducing and constructing actively industry cluster and making the developing policies which promote the combination of industry cluster with regional innovation system, government can constantly optimize regional innovative environment and strengthen regional innovative capability.
