分权、民主与地方政府公共责任建设

Decentralization, Democracy and Local Government's Accountabili ty

本文首先区分了民主授权和行政授权两种授权方式 ,然后分析了改革开放以来 ,这两种授权方式的变化对地方政府公共责任建设的影响。文章认为 ,地方政府公共责任机制之所以软弱 ,根本原因在于民主授权滞后于行政授权 ,政府官员只对上级负责 ,而不对民众负责 ,诱发了公共权力部门化、部门权力个人化。要建立有效而完善的地方政府公共责任机制 ,必须加强民主授权 。

Based on distinguishing theoretically the democrati c mandate from administrative delegate, the paper analyzes how the two kinds of au thority-giving influence local government's accountability in China since the policy of opening up and reform. It is argued that the key reason of weak ac countability of local governments is the democratic mandate is weaker than admin istrative delegate. Local officials pay more attention to the above level, not t he public. In order to construct a comprehensive and effective public accountabi lity mechanism, democratic mandate has to be strengthened and reinforced mutuall y with administrative delegate.
