企业集群与行政区域的制度创新

Local Clusters of Enterprises and Institutional Innovation in Administrative Regions

本文认为,企业集群是市场竞争锤炼出来的中小企业合作方式;是产权分立,各有独立利益的企业群体;是一个不断创新的系统;是一个以诚信为基础的企业群体;它的形成与地区资源禀赋没有直接关系。文章提出,企业集群是自然形成的,它的出现有其客观必然性,不能依靠行政手段人为安排;行政区域政府可做的是通过保护产权,提供质优价廉的公共产品,培育社会诚信,支持各种中介组织等措施,为促进企业集群的形成和健康发展创造良好的环境。

The extraordinary performance of local clusters of enterprises has aroused the attention in academic world. The characteristics of local clusters of enterprises are:(1)it is a kind of cooperation among those small and medium enterprises, resulting from market competition;(2)it is of independent proprietorship,that is,the individual firm in the clusters has its own benefit;(3)its system is of continuous innovation;(4)it is based on fidelity and honesty;(5)its formation is not directly related to the endowment of natural resources in the local area. The author points out that the local clusters of enterprises comes into being spontaneously and voluntarily,and can not be made intentionally by administrative measures. The government of the administrative region can provide favorable conditions for the formation and healthful development of local clusters of enterprises by boosting innovation institution including protecting the proprietorship,providing cheap but good quality public goods,fostering social honesty and supporting different kinds of medium organizations.
