On Building up a system of "Crackdown, prevention and Control"

我国公安机关经过长期的探索和研究,提出了维护社会稳定和社会治安根本好转的有效途径或根本保证便是“打、防、控”三位一体。即打击惩治违法犯罪活动是手段;预防违法犯罪活动是主要措施;控制违法犯罪活动必须建立建全有效机制。实践证明,整治违法犯罪,只有将打击、防范、控制三者有机结合,使之形成一个统一的整体,才能真正实现社会治安的长期稳定和根本好转。

An effective way of maintaining a steady society has been created by Chinese public security organs. The effective way is to build up a system, which mixes crackdown, prevention with control. Some issue about the system is discussed here: crackdown on crimes should be taken as a sort of way; control of crimes should depend on a good and effective system; while crimes prevention is the central measure in the system. In all, to maintain a steady and security society, only if a system which connects crackdown, control with prevention well is established, and the three separating parts are mixed together.
