摘要
科学发展观贵在实践。基于中国国情和法治的视角,实践科学发展观必须解决好三个层面的问题:一是制度构建上的法治化;二是秩序保障上的和谐化;三是法律观念上的权利化和生态化。
The key to the concept of scientific development is practice. On the basis of China's current situation and from a legal point of view, we should deal with three problems in performing the concept of practical scientific development: the legality of the construction of a system, the harmony in the guarantee of the order, and the assurance of the right and sustainable development in the concept of law.
