要改变我国经济发展的低效率与低效益困境，必须适应现代市场经济要求，重构现代经济发展模式。其特征是：集约经营型、结构协调型、内涵扩大型、资源节约型、质量增进型、科技先导型的有机统一。质言之，即改变生态与经济增长互损的传统模式，构建生态与经济协调互促的现代经济发展模式。
Abstract To change its low productivity and poor efficiency. the state owned economy must be adjusted to meet the requirements of the modern market economy and a model for developing the modern economy be restructured. The model should combine the following features: intensive farming, cooperative structure, expanded intention, resource saving, quality enhancing and science and technology leading. In short, the traditional model of economic growth conflicting the improvement of the ecology should be change and a new model for developing the modern economy be restructured, in which the growth of economy coincides with and facilitates the improvement of the ecology.
