Analysis of the Cyclic Economy Factors of the Northern Energy Resources Chemical Industry Base of Shaanxi Province

陕北能源化工基地循环经济的发展受资源、环境、科学技术、资金和人等要素的影响,通过详细分析这五个要素的作用及其相互关系,并提出了促进各要素发挥高效作用应采取的重要措施,即:宣传教育与舆论监督、法制、政策、经济、技术等措施。

The development of the cyclic economy in the northern energy resources chemical industry base of Shaanxi Province will be affected by some key elements such as resources,environment,scientific technology,capital and man power and so on. This paper detailedly analyses the five factors’ effects and their interrelationship,and proposes five important measures to ensure every element to play high efficiency in action,which is propaganda education together with public opinion superintendence,legal institutions,policy,economy and technique.
