On the Controllable Industrialization Process

从世界经济发展进程看,工业化存在两种类型,即完全由市场调节的自发的工业化和有政府调控的工业化。十六大提出的新型工业化实质上是有调控的工业化。实现对我国工业化的有效调控,关键在于形成四大调控体系:科技调控、人口与就业调控、资源调控、环保调控。

With the global economics development process, there are two types of industrialization: the spontaneous industrialization regulated by market and the industrialization controlled by government. The essence of the new industrialization put up at the 16th Conference of CCP is the latter one. The key to realize an effective control on the industrialization in our country is to form 4 control systems: science and technology, population and employment, resources and environmental protection.
