烟气脱硫工程建设模式的探讨

摘要 目前国内火电厂湿法烟气脱硫项目大多采用工程项目总承包(EPC或EP+C)的模式,这样的承包模式存在着业主对工程建设过程的控制能力低、工程质量受承包商的利益影响或是管理责任不明晰等问题。随着我们对湿法脱硫技术的掌握以及相关规程、规范的进一步完善,同时为了避免恶性竞争带来的负面影响,在现阶段脱硫项目市场环境下,采用工程项目管理总承包(PMC)的工程建设模式,更加符合我国的国情,更有利于业主的工程管理和运行管理。 At present, thermal power plants in China mostly adopt the mode of engineering procurement & construction (EPC or EP+C) for their wet flue gas desulphurization (FGD) projects. This mode, however, has the problems of low owners' controllability on the construction process, influence of contractors' interests on the engineering quality, and unclear management responsibility, etc. With our grasp of wet FGD technique and further amelioration on relevant codes and criterions, and with a view to avoiding the adverse effects of vicious competition, adopting the mode of project management contractor (PMC) in engineering construction under existing FGD market conditions conforms more to China's reality and conduces to owners' management of engineering and operation.
