论中国区域经济发展战略的演进和布局调整

On gradual progress and overall arrangement adjustment of China's regional economy development strategy

文章从发展经济学理论的角度,论证我国历史上区域经济发展均衡战略和非均衡战略的得与失,提出了树立以人为本、统筹区域发展的观念、实施非均衡协调发展战略的对策思路,即实行新的区域经济战略布局,振兴东北老工业基地,继续推进西部大开发以及组建都市圈、明确经济中心、打造经济区等。

This paper discusses some gains and losses of balanced and imbalanced strategies in the history of China's regional economic development from the angle of developing economic theory. The paper puts forward a new concept of putting people first, overall planning of the regional development and carrying out the countermeasures of development strategies in an imbalanced way. In other words, some new arrangements of regional economic development must be put into practice, the outmoded industrial bases in China's northeast be reinvigorated, the Grand Development Drive in the West Region be pressed forward, more new economic centers be specified and expanded and new economic zones be established,etc.
