贫困地区农村公共产品的需求结构研究——基于对P、W和H三县的调查

Study of Demands Structure of Rural Public Goods in the Impoverished Areas——Basing on an Investigation in P?W and H County

近几年,对农村公共产品的供给讨论比较多,而很少对农民这个需求主体的需求进行研究。只有很好满足需求的供给才是有效的供给。严格地讲,人们对公共产品的需求,才是产生政府制度和政府职能存在的理由。需求的满足程度可以通过需求总量和需求结构的满足来衡量。本文对总量暂不做深入研究,而是假定农村公共产品的供给总量基本能够满足农村经济发展需要和农民需求。笔者着眼贫困地区,从需求结构上显示农民对公共产品的需求倾向或指向,从而为贫困地区农村公共产品的提供以及发挥公共财政作用提供建议。

There are many discussions on rural public goods supplies recently, but few on demands. Supplies are efficient only when they can satisfy demands. Strictly speaking, demands result in existence of systems and functions of government. Satisfaction degree of demands can be weighed by gross and structure of demands. This paper won't study gross deeply. Instead, it supposes the gross can satisfy the demands, illustrates demand inclines of rural public goods from demands structure in the impoverished areas and advances suggestions on public goods supplies and how to play the role of public finance in the impoverished areas.
