摘要
2002年国务院印发了《电力体制改革方案》,明确了电力市场化改革的方向,要求在“十五”期间,大部分地区实现竞价上网,建立电力市场运行规则和监管体系,初步建立竞争、开放的区域电力市场。国家电监会自成立以来,按照国务院的要求,积极推进电力市场建设。本文结合两年来电力市场建设的探索和实践,系统总结了电力市场建设的阶段性成果和有益经验,提出要全面把握电力市场建设的深刻内涵,站在历史发展的高度,审时度势,抓住机遇,积极稳妥地推进电力市场建设。
In 2002, the State Council issued power sector reform plan, in which the direction of power market-oriented reform is confirmed. Realizing on-grid bidding in most places, building the power market operation rules and regulatory system as well as initially setting up competitive and open regional power market are required during the period of the 10 th five years According to the requirements of the State Council, State Electricity Regulatory Commission has been actively pushing ahead power markets construc- tion since its establishment. With the combination of exploration and practice during the past two years, this paper systematically summarizes the phase achievements and beneficial experiences of power markets construction. It also presents that we should understand the meaning of power markets construction in all sided,size up the situation, seize the opportunity and carry out power market construction in an active,steady and proper way,in a view from its history development.
