浙江省水资源可持续利用的现状及思考

Consideration on sustainable utilization of water resources in Zhejiang Province

水资源作为极其重要的自然资源和环境资源,其可持续利用是经济社会可持续发展的基本保证.以浙江省水资源为研究对象,阐述了本省水资源利用的现状及其面临的严峻挑战,并分析了制约水资源可持续利用的因素,最后从水部门能力建设、水政策研究、流域机构建设、水资源的资产市场体制等多个角度提出了有利于水资源可持续发展的对策和建议.

As the most important natural and environmental resources,the sustainable utilization of water resources is the essential assurance of the sustainable development of the economic society.Based on the research made on the water resources in Zhejiang Province,the status of the utilization of the water resources therein and the serious situation concerned are expounded herein,in which the restrictions on the sustainable utilization of the water resources are analyzed and then some countermeasures and suggestions favorable to the sustainable development of the water resorces are put forward from the aspects of the capacity construction of the water sectors,the water policy study,the construction of the river basin institutions and the market system of the assetsfor the management of water resources,etc.
