摘要
从我国水资源保护管理工作职能、未来工作中可能面临的水污染问题的产生根源出发,分析提出了实施水资源保护经济补偿对策的重要性与必要性;并从水资源保护经济补偿对策的有效实施角度出发,提出了制定经济补偿对策的总体技术框架及其关键技术问题的解决思路.
Based on the analysis on the requirement of water resources management, both the importance and the necessity of the implementation the economic compensation measures to eliminate water pollution are put forward, and then a system conceiving the general frame and the key technical method to make the economic compensation countermeasures is proposed as well.
