摘要
洪涝灾害在我国一直都很严重,在防汛指挥调度和抢险救灾等工作中急需一套适用、易行、可靠的洪涝灾害损失评估模型.文中通过建立空间信息格网模型进行洪涝灾害损失评估,并对洪灾损失率给出计算公式,在2003年淮河流域洪水遥感监测的基础上,对蒙洼蓄洪区进行了洪涝灾害损失评估.结果表明,基于空间信息格网的洪涝灾害损失评估模型是可行的、适用的.
As flood-waterlogging disaster is very serious in China, a set of applicable, reliable and useful model for the loss assessment of the disaster is necessary to be developed for the flood control and the emergency management and tasks concerned for the disaster relief. The loss assessment of the disaster is made through a spatial information gridding model developed herein, and then the calculation formula of the disaster loss rate is given as well; with which the disaster loss of Menwa flood retarding region in Huaihe River Basin is assessed based on the data from the remote sensing made for the flood occurred in Huaihe River Basin in 2003, and the result shows that the model based on the spatial information grid is feasible and applicable.
