“合理低价”评标法是工程造价管理改革的重要举措,宁夏地区推行尚属于初期阶段.以应用实例说明在市场机制不完善、社会制约机制不健全、施工企业定额未建立、甚至整个行业还未对合理低价形成明确认识前,尽管“合理低价”评标法是势在必行,但在使用时应对合理二字作充分分析,明确实现合理低价的必要性及其关键,同时应倡导与之相适应的社会环境.

In our country, Bill of Quantities has been put into practice recently, which requires the model for evaluating the bids and tenders to adopt computing price way in order to meet international request, so the evaluating decision way to invite bids is essential to change.In new price evaluation model, “reasonable low price”is an important step to reform price management. In Ningxia, promotion is still at the early stage. Currently, imperfectness of market mechanism, unsoundness of social supervision system, defect of construction enterprises as well as insufficient knowledge of the whole industrial, all together make an analysis on the feasibility that has precedence over mere awareness of necessity of applying this new model. Cases analysis was focused on the importance and essential procedures of this model. Moreover, great efforts deserve to ensure that this new evaluating pattern accords with the social environment.
