论鄱阳湖区农业可持续发展

On Sustainable Agricultural Development in the Poyang Lake Region

维护和确保鄱阳湖区农业可持续发展,对江西全省乃至长江流域农业及社会经济的全面、协调和可持续发展具有重要战略意义,对全面建设小康社会及构建社会主义和谐社会均具有现实意义。目前,鄱阳湖区农业可持续发展面临着水土流失、洪涝灾害、农田渍害、农田鼠害、农田结构不合理、血吸虫病依然严重,以及贫困人口多、农民素质低等多方面的问题,亟待采取有效对策和措施。作者认为,为实现新世纪、新阶段鄱阳湖区农业可持续发展,应遵循以下原则:一是资源的开发、利用与保护相结合;二是农、林、牧、副、渔全面发展;三是山、水、林、田、路综合治理;四是经济效益、社会效益与生态效益同步增长;五是人口、资源、环境与社会、经济协调发展。同时,还应采取以下具体措施:(1)开展植树造林;(2)加强水利建设;(3)调整农业结构;(4)提高农民素质;(5)增加农业投入。

The sustainable development of agriculture in the Poyang Lake Region has a great social and economic significance in Jiangxi Province as well as in the entire Yangtze Valley. At present, there are a variety of problems in the region which hinder the sustainable development of agriculture. To materialize the sustainable agricultural development in the Poyang Lake Region in the new phase, the author argues that the following principles should be abided by: 1) the integration of the tapping, utilization and conservation of resources; 2) the overall development of agriculture, forestry, livestock raising, fishery and sideline production; 3) the comprehensive management of mountains, waters, forests, farmland, and roads; 4) the synchronized growth of economic, social and ecological benefits; 5) the coordinated development of population, resources, environment, in step with society and economy. Meanwhile, the following measures should be taken: 1) carrying out afforestation; 2) strengthening water conservancy; 3) restructuring agriculture; 4) enhancing the quality of farmers; 5) increasing the input in agriculture.
