大连城市经济与辽东半岛海洋经济协调发展的现实论证

The Practical Demonstration about Harmonized Development Between Dalian City Economy and Liaotung Peninsula Ocean Economy

随着海洋世纪潮的全球涌动,“实施海洋开发”已成为我国经济和社会发展的一项重要战略举措,需要从实际情况出发区域性地加以推进。在《全国海洋经济发展规划纲要》划分的11个海洋经济区中,辽东半岛海洋经济区居于首位,它对全国海洋经济发展负有表率作用和拉动使命;而大连作为核心城市,又对辽东半岛海洋经济区开发负有同样的表率作用和拉动使命,所以必须大力加快大连城市经济与辽东半岛海洋经济区的协调发展进程。既要认真考察大连城市经济与辽东半岛海洋经济区协调发展的有利条件和联动效应,又要认识到其中的不利因素,进而采取有效的操作对策:增强海洋开发意识,树立海洋环保观念;大力发展临海产业,调整与改善海陆产业结构;统一规划海陆经济开发,合理布局海陆区域功能;大力开发新兴海洋产业,更新传统海洋经济发展模式。只有这样,才能推动辽东半岛海洋经济区开发在全国海洋经济发展进程中力拔头筹。

Along with the emerging of the ocean century tide in the world,“applying ocean exploitation” has been one of the important strategic acts about economic and social development in our country.It needs to be advanced regionally according to the practical conditions.In order to carry it out,the National Design for Ocean Economy Development Plan carves up 11 ocean economy regions,of which Liaotung Peninsula is of the primacy and endowed with the model effect and leading responsibility.Dalian,as a core city,has the same effect and responsibility to Liaotung Peninsula.So we must advance the course energetically.We need to see the advantages and contacted effect carefully between Dalian city economy and Liaotung Peninsula ocean economy.At the same time,we should also realize the disadvantages and take the useful operative countermeasures: strengthening the consciousness of ocean exploitation, setting up the concept of ocean protection, developing the industry beside ocean, adjusting and improving the structure of ocean and land industry, laying out the exploitation of ocean and land economy, positing the regional function in reason, exploiting the new ocean industry energetically, and renewing the traditional development mode of ocean economy.Only in this way, can Liaotung Peninsula ocean economy region outstand the whole nation.
