跨流域引水式水电开发的影响分析及对策研究

Study on the influences of the trans-basin diversion-type hydropower development and the countermeasures

针对跨流域引水式水电站对引出流域下游地区的生活、生产、生态环境用水及水电开发等方面可能产生的影响及影响程度进行了全面分析和综合评价,并结合具体工程实例,提出具体的影响分析评价方法和模型,探讨在市场经济条件下,基于水权的跨流域引水影响的对策和补偿措施,可促进跨流域引水式水电站的建设及整个水电事业和社会、经济、环境的可持续发展。

In this paper the influences of the trans-basin diversion-type hydropower stations on the living, production, ecological environment water use and hydropower development on the downstream area in the export river basin are fully analyzed and comprehensively assessed. In combination with the concrete project cases, this paper puts forward the concrete influence analysis and assessment methods and models. This paper also discusses that under the conditions of market economy, the countermeasures and compensation measures, based on water rights, for the influences caused by the trans-basin water diversion, can promote the construction of trans-basin diversion-type hydropower station even to the whole hydropower development cause and the sustainable development of society, economy and environment.
