Since the practiacal operation of OA system asks for frequent adjustment and support from workflow technology, a model is presented in this paper for such requirements. By integrating the practical business with workflow, this model may shorten the workflow of business or period of re - designing administrative procedure, so that costs are saved. The practical application of the model shows sound effect.
