我国的收入差距幅度太大,必须合理调整分配格局,因为它事关广大群众的切身利益和积极性的发挥,关系到全面建设小康社会和社会主义市场经济体制的完善。必须以邓小平理论和“三个代表”重要思想为指导,贯彻按劳分配的原则,鼓励一部分人和一部分地区先富,最终实现共同富裕;坚持效率优先、兼顾公平的原则,实行劳动、资本、技术和管理等生产要素参与分配的原则;完善以按劳分配为主体、多种分配形式并存的分配制度。

The income gap of our country is too large, we must adjust the allocation structure rationally, because it concerns the broad masses’ vital interests and exerting their enthusiasm, and it concerns building a well-to-do society perfectly and consummating a socialist market economy system. We must regard Deng Xiaoping Theory and Important Thought of Three Represents’ as guidance, carry out the principle of allocating by labor, encourage some people and some districts to be rich first, achieve the common prosperity finally, insist on the principle that efficiency comes first and give attention to equity, implement the principle that production factors such as labor, capital, technology and management, all participate in earning allocation. Consummate the allocation system which regards allocating by labor as its main body and coexists with some other allocation system.
