《全面推进依法行政实施纲要》的出台,吹响了中国行政改革的号角,政府职能的转变将成为行政改革的重心。在充分肯定政府职能社会化的同时,我们必须要看到这一转变所面临的障碍和改革的风险,只有健全保障机制,才是根本所在。

With the advent of the laws concerning the legal administration of the government agencies, China's reform in the functions of the government has been brought to the agenda. While acknowledging the justification for socialization of the functions of the government the author warns the hazards it may confront, concluding that an efficient ensuring mechanism is the only safeguard for this reform.
