我国农村剩余劳动力的转移是一个长期而又迫切的系统性问题,对它的解决不能操之过急,必须抓住主要矛盾和矛盾的主要方面,制定综合性的解决措施或政策。这既需要各级政府或机构提供可行的政策和方向性的引导,又需要劳动者苦练内功使自己的素质能跟上时代的发展潮流,以一种全面的、发展的观点去分析和解决问题。

It's a pressing and systematic problem of long-term to transfer the surplus rural labor.Therefore,to offer a real solution to the problem involves grasping the principal contradiction and the principal aspect of a contradiction, working out comprehensive measures and policies. Thus, the government bodies should formulate practical policies and leading principles to ensure the effective solution. Meanwhile, laborers should spare no effort to perfect themselves and develop a comprehensive, systematic, progressive, and practical outlook in order to keep abreast of the times.
