This paper gives a brief account of the pro- gram of British library design. In light of the plaza, entrance lobby, reading room, food and beverage lounge, etc. it de- scribes the library program, and expounds Prof. Welson's organic design idea in terms of the library peripheral surroundings, building functions, implementation model, us- ers' behavior and psychology, and economic and future elements, etc.
