The theories and skills about the survey and assessment of modern talents have come into a wide-ranging use in a variety of personnel sphere. The paper expounds some of its fundamental issues and further argues about its development and applications. Meanwhile, some preliminary research has been made about the advantage in the survey and assessment skills of modern talents.
