论近代海关与地方社团的关系——以近代厦门海关兼管常关为例

On the Relationship between Modern Customs and the Local Associations--with the Concurrent Control of Modern Xiamen Custom over the old Customs as An Example

近代中国海关(洋关)兼管常关这一事件给海关处理其与地方社团的关系提供了一个全新的场所和考验。本文以厦门海关兼管常关为例,指出海关在处理与地方社团关系时,首先在一定程度上保障地方社团的利益,在此基础之上以期实现对海关和地方事务的控制,而双方在利益一致的前提之下往往也呈现出某种合作关系。

This paper , with the concurrent control of modern Xiamen custom over the old Customs as an example, points out that the custom should first guarantee the interests of social corporations when dealing with their relations. On such a basis, the custom can control the local affairs. The two sides also cooperate to some extent on condition that they have common interests.
