The shortage of world resources and environmental pollution has been a critical concern of all people. Each country tries to save various resources in order to realize the economic sustainable development. As a result, cycling economy comes out. Developing cycling economy is a necessary choice for China to build well-being society and achieve new industrialization. The paper begins with the concept of cycling economy, analyzes its necessity and importance, points out the urgency of developing cycling economy and finally puts forward some effective measures.
