摘要
引咎辞职作为一种行政辞职制度具有显著的特点,即责任性和道德约束性。它的推行和制度化构建体现了党和国家深化干部人事制度改革,加强行政官员思想道德素质建设,有利于完善法律责任、行政责任和道德责任三位一体的行政管理责任体系。同时也需要在行政权责设置、行政责任主体素质及外部保障等方面对其加以完善。
As an administrative resignation system, take-blame-and-resign system has its distinct characters of responsible and moral constraint. Its promotion and systematization embody the furthering of personnel reformation and the strengthening of officials’ moral construction. It is beneficial to the perfection of the responsibility system of administration. Meanwhile, as a new system, it needs consummating in many ways.
