Rural Education in the Taxation Reform

安徽省农村教育尽管在税费改革中取得了一些成绩,但还有一些问题需要解决,比如教育经费短缺问题、教师问题、县乡管理体制问题、学校布局调整问题。应把发展农村教育作为解决“三农”问题的动力;壮大县域经济发展实力,改善农村教育发展环境;促进县域农村教育持续协调发展;完善农村教育管理体制改革;改革农村教育发展模式;确立以人为本的持续有效的制度化和个性化的教育扶贫措施,逐步解决税费改革中出现的农村教育问题。

Despite the achievements in the taxation reform in rural areas in Anhui Province, there still exist many problems such as the shortage of educational funds, the issue of teachers, the educational management system at the county and township levels and the readjustment of the distribution of schools. Therefore, the following measures should be adopted: (1) to treat energetic development of rural education as the driving power for solving the problems relating rural areas, farmers and agriculture; (2) to improve the rural environment for educational development by reinforcing the county-level economic strength; (3) to promote the coordinated and sustainable development of rural education in each county; (4) to further the reform of educational management system; (5) to change the development mode of rural education; and (6) to implement the systematic and diversified measures for helping disadvantaged farmers through education.
