Transfer of the Rural Labor Force and the Coordination of Urban-Rural Development

城乡协调发展是“五个统筹”的关键,是“科学发展观”的具体体现,是建设社会主义和谐社会和全面建设小康社会的必然选择。农村劳动力的转移既是城乡协调发展的必要条件之一,也是城乡协调发展的必然结果。结合我国现阶段农村劳动力转移的特点,分析农村劳动力转移对城乡协调发展积极作用和消极影响,将有助于探讨二者在相互促进的动态中,实现城乡政治、经济、文化全面、协调可持续的发展。

A coordinated rural and urban development is an embodiment of the “conception of scientific development” and the necessary choice for building a socialist, harmonious, and well-off society. The transfer of rural labor force is both a necessary condition and an inevitable outcoming for the development. This paper analyses the positive and negative effects that the transfer of rural labor force may bring to the development and aims to maintain a sustainable and coordinated rural-urban development in all areas including politics, economy, and culture.
