On the Behavior of Government in Key Stage of SOE Reform

我国国有企业进入到了改革攻坚阶段。政府在国有企业改革中的主导作用主要表现在决定国有企业改革发展的方向、进程与模式;政府在国企改革发展中所扮演的代理人、委托人的双重角色定位,是理顺国企管理体制的重要一环;在不同类型国有企业改革中政府承担的职责不尽相同;政府要为国有企业的深化改革创造良好的行政、经济、市场、法律等客观环境。

The state-owned enterprises of our country have entered into the key stage of reform. Government′s leading role in the SOE reform shows mainly in determining the direction,process and mode of reform and development of state-owned enterprises.The double role of the agent, and client the government acts as in the reform and development of state-owned enterprise is an important link of straightening the management system of state-owned enterprises. The responsibility which the government bears is not the same in different kinds of SOE reforms. The government wants to create such objective environments as good administration, economy ,market and law etc. for deep reform of the state-owned enterprises.
