依法执政:提高党的执政能力的关键环节

Governing according to the Law:The key link that CCP promotes the ability in power

十六届四中全会作出了加强党的执政能力建设的决定,笔者认为,依法执政是提高党的执政能力的关键环节。因此,我们党必须开拓多种路径选择实现依法执政:坚持通过人民代表大会制度执政;创造良好的法治环境;制定完备的法治运行机制;确立法律至上的执政理念。

CCP worked out the decision of strengthening the construction of the Party's ability in power at the 4th Plenary Meeting of the16th CPC Central Committee. In this author's opinion, governing according to the Law is the key link that CCP promotes the ability in power. So in real practice, our party must exploit many ways and approaches to achieve the governing according to the Law: insisting governing by the system of People's Congress; creating sound environment governing by law;constituting perfect function mode of Law and establishing the governing concept that Law is paramount to all the others.
