加强党的执政能力建设,必须改革和完善党的领导方式和执政方式,实现科学执政、民主执政、依法执政。科学执政是探索执政规律、总结执政经验的需要,必须坚持科学的理论指导,科学的执政体制和决策的科学化;民主执政是立党为公、执政为民的需要,必须实现为人民执政和靠人民执政的统一,党内民主与社会主义民主政治的统一,努力赢得人民群众的拥护和支持;依法执政是依法治国、建设社会主义法治国家的需要,必须坚决贯彻依法治国的基本方略,使党的主张依法转化为国家的意志,广大党员干部更要带头守法、保证执法。

In order to build up the Party's governing capacity, we must reform and improve the Party's style of leadership and governance to realize 'Be in power with scientific methods?democratic methods and be in power by laws'.Being in power with scientific methods is the need for exploring the laws on governance and reviewing the experience in power.We must insist on instructions of scientific methods,the systems in power with scientific methods and the scientific decisions;Being in power with democratic methods is the need for regarding the Party is built for the public and it exercises state power for the people.We must realize the unity of being in power for the people and depending on the people,the unity of the democracy in the Party and socialist democratic politics to make great efforts to win the support and approval of the masses;Being in power by laws is the need for ruling the country by law and building a socialist country under the rule of law.We must firmly carry out the basic principle so as to turn the propositions by laws of the party into the determination of the country.So the vast numbers of cadres and Party members must play a leading role in obeying the law and guaranteeing to carry out the law.
