该文从第三产业增加值及生产税净额变动状况、总产出历史对比及增加值率、劳动生产率及从业人员状况等方面进行了分析,提出了大力发展第三产业的同时应全面提升其质量、完善市场体系与政策环境、不断发展状大新兴产业来使产业结构日趋合理、提高第三产业中非公有经济的比重、加大投资规模来创造就业机会等建设性对策.

This paper analyses the respects of increased value of the third industry, net amount variation of production tax, historical comparison of total output and its increasing rate, labor productivity and state of employees. It puts forward to develop the third industry energetically and proposes constructive suggestions of promoting its quality in the all round, perfecting market system and policy environment, developing new industries to make the industrial structure become more rational constantly, promoting the proportion of non-public economy in the third industry at the same time and increasing investment to create more opportunities of employment.
