从系统安全和事故机理角度出发,结合实践,贯彻了“安全第一,预防为主”的方针,在安全管理方面提出了“抓小防大,安全关前移”、“安全运营,基础取胜”、“安全运营,管理是关键”等理念,逐渐形成了“治、控、救”的安全控制体系,使北京地铁的安全运营步入了持续健康发展的良性轨道。

Based on the accident mechanism and combined with the practice,the ideas of 'safety first, prevention emphasized' and 'persistentlyattentive management' are carried out to achieve continuous safeoperation of Beijing Metro.
