Multimeasures of Promoting Peasants' Income in Zhenjiang

以增加农民收入为重点,全面发展农业和农村经济是镇江“两率先”奋斗目标的重要内容。要进一步提高对农民增收问题的重视程度,从政策、体制入手进行创新,加快农业结构调整和产业化经营,加快农村二三产业发展,提高农民就业、创业的能力和积极性,改革农村分配关系,进一步优化农村金融信用环境,增加对低收入层的扶持力度,深化税费改革,建立农村保障体系。以系统的办法从根本上有效解决农民增收缓慢的问题。

One important goal of Zhenjiang's 'Two firsts' strategy is to develop agriculture and rural economy wholly with its emphasis on the increase of farmers' income. It is a complicated systemic project to increase farmers' income and further attention must be paid to the issue of increasing farmers' income. The solution to the issue relies on the following measures, that is, to implement innovations in the aspect of policies and institutions, to speed up the adjustment of agricultural structure and the management of industrialization, to hasten the development of the second and tertial industries, to improve farmers' employment and their competency and enthusiasm in investment, to reform the allocation relationship in the country, to further optimize the financial environment in rural areas, to further support the population with low income, to deepen the reform of taxation and expense, and to establish a security system for the country. In a word, systemic measures must be taken to deal with the issue of limited increase in farmers' income.
