财政和货币政策作为市场经济条件下政府调节、配置资源的两大手段,对于经济的作用是大不相同的。处于不同发展阶段的贵阳经济,既要发挥这两种手段的内在功能,更应适时地转换二者的主导和辅助作用。研究和分析贵阳经济增长的阶段性及其特点,并形成理论上的共识,是加快和保持可持续发展的前提,也是“大贵阳”发展战略必备的理论基础。
Under the market economy conditions, financial and monetary policies as two major means the government uses to regulate and distribute resources, have different functions on economy. Guiyang’s economy at a different stage of development should not only make use of the inner functions of the two policies, but also timely shift their primary and secondary position. To study and analyze the stage character and feature of Guiyang’s economic growth and reach common understanding in theory is a prerequisite of quickening and keeping its sustainable development, also the theoretical basis of Great Guiyang's developmental strategy.
