Legalization of Government Management and the Political Reform in China

依法治国的要义在于依法行政,而依法行政则有赖于政府管理法治化,加大政治体制改革力度,具体应从四个方面有所突破:一、理顺党政关系;二、正确处理政府与司法机关的关系;三、规范中央政府与地方政府的职权;四、转变政府职能。

The fundamental principal for ruling the country by law is to implement government functions by law, which in turn depends on the legalization of government managementand further political reforms in China. Four breakthroughs should be taken into consideration: first, to bring into better balance the relations between the CPC and the government; secondly, to streamline the relations between the government and the judicial department; thirdly,to regulate the functions and powers of the central government and local governments; fourthly,to transform the functions of the government.
