Both the enterprise and the government can be regarded as rational actors which represent certain interests,and their cooperative and confrontational relation generates the Game.Taking the Microsoft's Monopolization as a case,this paper analyses the game between the Microsoft Company and American Government,and especially this paper focuses on the way from the dilemma to the cooperation of the game.
