Population, Earth, Grain, the Vicious Circle of Desasters and the Politics on Reversing the Circle

由于人们长期以来忽视了人口、土地、粮食、灾害系统内各因素的相互协调，人类的生存与发展基本问题越来越多地摆在我们面前。致使在人口增长过快情况下，产生了土地资源量减质退、粮食生产徘徊不前、环境灾害频繁发生等社会问题。针对中国国情，本文分析了人口，土地、粮食、灾害相互间的关系，进而提出了相应的对策。

Por a long time, since people pay no atten tion to the mutual coordination of population,earth,grain and the different factors in the desasters system , we are facing more and moreproblems on human being′ s living and developing. The raplti rising in population has aroued manysocial problems such as :soil resource is decreasing and its quality is getting wore ,the production ofgrain stops rising and the environment desasters take place frequently.Therefore, during 1990′s,when we are at the most important period for us一going to enterthe 21 century,it is the most important task for us to adopt some powerful ways to solve the upperproblems so as to make our society develop as quickly as our econorny and to make our pOpulation,resources and living environment unite and develop very coordinately.
