The General Course of Building Harmonious Socialist Economy and Drawbacks of the Present System

构建社会主义经济和谐既是社会主义市场制度不断完善的过程,又是产业结构高度化,二元经济结构向现代经济结构过渡的过程;构建和谐的社会主义经济与现存制度的冲突主要表现在与基本经济制度相配套的具体制度安排的缺失以及对“三农”进行保护和支持的可持续发展的、有效率的机制的缺乏。探求建立符合社会主义价值原则而且与现代产权制度相兼容的新型所有制,是解决当前矛盾的可行路径。

The building of the harmonious socialist economy is, on the one hand, a course of perfecting the socialist market system and,on the other hand, it is a course of turning dual economy into modern economy. The conflicts between the building of the harmonious socialist economy and the present system are an absence of necessary concrete rules and regulations and an absence of an efficient mechanism of protecting the profits of agriculture, countryside and farmers. The building of a new economic institution compatible with a modern institution of property rights according to the principle of socialism is a practicable way of solving the contradiction.
