"以人为本"的科学发展观,是各行各业开拓前进的指导思想和原则,也是行政管理的新理念。它在理论上解决了"人本"、"人权"、"人道"、"个人价值"、"保护私产"等问题上的科学定位。在实践上总结了执政党管理国家的正反经验,又为依法执政,落实"三个代表"重要思想指明了方向,也是马克思主义哲学主体论的丰富和深化。

The scientific development view of 'people-oriented' is a great history decision made by our party in the new century.It is the indicator of building the well-off society in an all-round way, the guidelines and principle of progress in every walk of life, and the new idea of administration as well.'people-oriented' is shaped on the basis of the basic concept of Marxism,and it has theoretically explained the concepts of humanism,human rights, humanity,personal value and protecting private property.It summarized the practical experience of party-in-power managing the country,pointed out the direction of reigning according to law and implementing 'Three Represents' important thought,and also became the embodiment and promotion of Marxist philosophical thought.
