Leading Cadres and Constitutional Principle

在宪法和法律的范围内活动,领导干部既要做好领导者,又要做好带头人,就应当认识宪法的根本属性,明确宪法的立法宗旨,注重宪法的贯彻实施,从而树立宪法理念,提高执政能力,推动依宪治国的进程。

Leading cadres,if they would be both good leaders and good forerunners when they perform their duties within the sphere of constitution and laws,should fully understand the basic attribute of constitution and its legislative purpose,and lay stress on the implementation of constitution so as to set up constitutional principle,raise their ruling competence and promote the progress of ruling by constitution.
