城市轨道交通的防(反)恐理念初探

Concept of Anti-terrorism in Urban Rail Transit System

列举了国外近几年的地铁恐怖事件,分析了恐怖袭击的类型。提出了我国城市轨道交通防(反)恐的理念:政府部门应有相应的有效的、统一的防(反)恐机构以提高应对能力;并重视相应的立法工作;设立专项基金用于防(反)恐体系的建议;在城市轨道交通的规划和设计中应具有防(反)恐意识,建立防(反)恐预防措施。

With a list of overseas subway terrorists incidents happened in recent years,the authors argue that a corresponding concept of defense and effective resistance against terrorism in urban rail transit system shall be introduced,in which the government shall form a united and effective organization,promulgate decrees,establish a special foundation for the anti-terrorism actions,so as to enhance people's vigilance in URT.
