公路规划环境影响评价初探

A Primary Exploration of Environmental Impact Assessment of Highway Planning

交通建设项目常常要占用大量土地,消耗大量资源,对环境产生相当大的影响。为促进交通事业的快速、可持续发展,提升建设项目的环保理念,我国颁布了《中华人民共和国环境影响评价法》,首次提出规划环评的概念。但目前规划环评,在我国还没有成熟的理论、方法和程序体系,文中通过分析规划环评意义、特点和程序,结合新颁布《规划环境影响评价技术导则(试行)》和建设项目环评,对公路规划环评的定义、原则、技术路线和内容进行初步分析。

Transport construction projects often occupy much land and deplete many resources, which exercise tremendous impact on the environment. To promote the speedy and sustainable development of transport undertakings and enhance the environmental protection awareness in engineering projects, China has enacted the Law of Environmental Impact Assessment, which for the first time puts forward the concept of environmental impact assessment of planning. But up till now there has not mature theories, measures or procedural systems in this field. This paper analyzes the significance,characteristics and procedures of environmental protection assessment of planning and advance the definition, principles,technical guidelines and content of environmental impact assessment of highway planning in accordance with the newly enacted Technical Guidelines of Environmental Impact Assessment of Planning and environmental assessment of construction projects.
