重大的行政体制改革都会引起剧烈的反应,而这些反应在行政区划调整中显得尤为突出。在行政区划调整中,要认识到在当代中国,行政区划必须实现四个前提,即以政治权力的正和博弈、市场统一、文化融合、社会和谐为前提,才能避免由于行政区划产生的新一轮权力割据、经济封锁、文化疏离、社会不睦等不良后果。

Any important administrative reform will cause intense effects.In the reform of administrative district,the relationship of different governments should be well balanced.Meanwhile,the reform between administrative levels of district must do good to the unit of civil market,the identity of literature and the growing of civil society.
