Promoting University Reform and Development by Strengthening Leadership

加强执政能力建设,是党的十六届四中全会决议提出的一项重要任务。具体而言,在高等学校中,如何贯彻落实十六届四中全会的精神,切实加强校、院系班子的领导能力建设呢?文章以理论与实践相结合的方法对这一问题进行了论析,提出要进一步强化任期目标责任制,在实践中培养锻炼校、院系班子的领导能力;要加强团结,在和谐合作中充分发挥校、院系班子的领导能力;要正确执行民主集中制,在科学决策中凝聚展现校、院系班子的领导能力;要注重自身修养,在严以律己中不断增强校、院系班子的领导能力。

Strengthening leadership is an important goal in the resolve of the 4th Session of the 16th National Congress of the Party. At Universities and colleges, the goal is to strengthen the leadership of leaders at university level and at college level. This article explores how to achieve the goal theoretically and practically. It offers the following suggestions: 1) develop leadership of all leaders at different levels by further implementing “responsibility system of term objectives”; 2) fully display leadership in harmonious cooperation by emphasizing unity; 3) develop leadership in scientific decision-making by correctly putting democratic centralism into practice; 4) achieve leadership by developing self-discipline.
